About Kate

“Leadership that listens, plans, and follows through.”
Hi! I’m Kate Kelly, and I’m running for the Oxford Board of Commissioners because I believe our community deserves leadership that listens, plans, and follows through. I bring a fresh perspective—unburdened by the way things have always been, but deeply committed to the future we can build together.
I was raised in Virginia Beach and shaped by life in cities like Charlotte and Chicago before choosing to make Oxford my home. As a longtime executive assistant to C-suite leaders, I’ve spent 25+ years solving problems, managing complex demands, and keeping things running behind the scenes. I’m also a proud dog mom of three, a homeowner who worked hard to build a life here, and someone who understands how tough it can be to find stability in an unstable world.
As someone new to Oxford, I see our city’s potential with fresh eyes — and a deep respect for its roots. I’ll focus on smart, affordable housing (Safe, Mixed-Income, Accessible, Reasonably-priced, Transit-Oriented), bringing in small businesses and good jobs, and making our neighborhoods safer through community-centered solutions. I’m also committed to expanding broadband access across all neighborhoods—it’s more than connectivity, it’s a foundation for economic growth. I will also launch youth leadership opportunities—because Oxford’s future belongs to the young people leading today.
I’m here to listen, to lead with integrity, and to help build an Oxford that works for everyone.
I know Oxford’s challenges because I live them alongside you.
I listen. I plan. I deliver. Here’s what I’ll fight for:
Values & Vision

Infrastructure and Sustainability
Our roads, utilities, and public spaces are the backbone of a thriving Oxford—and right now, they need real attention. I will deliver smart infrastructure, including clean water, reliable sewer, and expanded broadband that supports families, students, and small businesses.
When it comes to housing, we need more than just new construction—we need options that actually work for teachers, first responders, seniors, and first-time buyers. That includes infill development, revitalizing existing properties, and thoughtful partnerships with nonprofits, local builders, and state programs. Growth is coming—let’s ensure it benefits the whole community, not just big developers.
Economic Development
Oxford is full of potential—we just need to tap into it. I believe we can grow good jobs, strengthen our local economy, and expand opportunity without losing what makes us special. I’ll champion a small business support initiative with startup grants, faster permitting, and real mentorship to help local entrepreneurs thrive.
And I’ll work to attract forward-looking industries—like green tech, healthcare, and remote-work hubs—that bring not just jobs, but real career paths. Because when our economy works for everyone, our whole community grows stronger.

Public Safety and Well-Being
Imagine an Oxford where every neighborhood feels safe, well-lit, and welcoming. True public safety means more than just response—it means relationships. I believe in community-based safety where officers are visible, trusted, and connected to the people they serve.
I will build trust through community-based, safety officers known in neighborhoods, mental-health crisis training, walkable streets, and youth/senior programs that strengthen every block. But safety also means walkable streets, youth programs, and gathering places for seniors. I’ll champion initiatives that build trust, support prevention, and make Oxford safer for everyone—block by block.
Education and Youth Engagement
Every child in Oxford deserves access to a great education and real opportunities to grow. I’ll work with schools and local organizations to support teachers, lift up students, and make sure youth voices are heard.
I’m proposing a Student Leadership Council and mentorship programs that connect young people with local leaders, let them shadow public officials, and help them build real-world skills. Because when we invest in our youth now, we’re building a stronger Oxford for years to come.

If you know someone else who cares about Oxford’s future, forward my website, and join our journey. Together, we can shape an Oxford where progress lifts us all, and no one is left behind.
